House Bill 510 , the Organ Donation Pause in Procedure Act, has been reported favorably by the Kentucky House Health Services Committee and is now headed to the full House for consideration.

HB 510, sponsored by Rep. Jason Nemes (R-33) and 4 co-sponsors, strengthens safeguards in the organ procurement process by requiring an immediate pause if there is any change in neurological status, indication of possible life, or uncertainty in a death determination — ensuring independent reassessment before procedures continue.

This legislation protects both the integrity of organ donation and the dignity of every human life. Even one case that raises doubt can erode public trust, and trust is essential for the gift of life to continue.

“House Bill 510 is necessary because organ donation is necessary. By strengthening safeguards and reaffirming that death must be clearly and properly determined, this legislation protects both the integrity of the process and the dignity of every human life. Trust in the system ensures that individuals can continue offering the gift of life through organ donation,” said Addia Wuchner, Executive Director, Kentucky Right to Life.
