Frankfort Legislative Update – Week 4 (2026 Session)
Kentucky Right to Life is actively engaged as the 2026 Kentucky General Assembly enters Week 4. Following participation in the 2026 March for Life in Washington, D.C.—alongside pro-life leaders and thousands of advocates nationwide—we return to Frankfort encouraged and focused on protecting human life from conception through natural death.
Despite winter weather delaying Tuesday’s gavel-in, Kentucky Right to Life continues to meet with House and Senate members to discuss priority, life-affirming legislation and to monitor bills as they are filed and move through the legislative process.
2026 Legislative Priorities
- Addressing pharmaceutical trafficking that terminates life
- Strengthening organ procurement safety protections
- Restricting commercial surrogacy practices that commodify women and children
- HB 359 – Human Growth & Development Instruction
Bills We Support
- HB 359 (Rep. Nancy Tate) – Provides age-appropriate, medically accurate instruction on human growth and development, including ultrasound and animation education, while preserving parental rights.
- HB 227 (Reps. Matt Lockett & Jennifer Decker) – Requires verifiable parental consent for minors accessing AI companions and addictive social media features.
- SB 72 (Sen. Donald Douglas) – Protects conscience rights for health care professionals while addressing Kentucky’s medical workforce shortages.
Bills We Oppose
Kentucky Right to Life opposes multiple bills that would expand abortion, weaken protections for unborn children and embryos, mandate IVF coverage without safeguards, legalize physician-assisted suicide, or undermine life-affirming education standards. These include HB 20, HB 22, HB 23, HB 400, HB 408, HB 461, HB 476, and HB 477.
Bill Reviewed with Concerns
- HB 21 – Expands mental health coverage for pregnancy-related loss but excludes women experiencing mental health challenges following abortion. Kentucky Right to Life recommends amending the bill to ensure comprehensive, compassionate care for all women.
